NEET 2024 Medical Counselling Process

For NEET UG 2024, the counselling process for candidates who have succeeded in securing seats under the 15% All India Quota and all seats in Deemed Universities, Central Universities, ESIC & AFMC (including Delhi University, BHU, & AMU) will be managed by the Directorate General of Health Services (DGHS) on behalf of the Medical Counselling Committee (MCC). This is expected to take place around the second week of June and is specifically for admission to MBBS and BDS courses.

On the other hand, counselling for seats under the jurisdiction of other States, Universities, and Institutions will follow separate notifications issued by the respective authorities. The merit lists will be created by the admitting/counselling authorities based on the categories declared by candidates at the time of applying for admission or counselling.

The Medical Counselling Committee (MCC) of the Directorate General of Health Services will conduct online counselling for NEET UG 2021. For 15% All India Quota seats, the counselling will happen in two rounds. Central & Deemed Universities will have three rounds: First Round, Second Round, and Mop-Up Round. Counselling for seats other than 15% All India Seats

Candidates seeking admission to State Medical Colleges/Universities/Institutions based on the NEET (UG) – 2024 merit list should adhere to the guidelines provided by the State Government and/or authorities of the concerned Medical/Dental colleges/Institution/University for counselling. Counselling for Private Medical Colleges (excluding Deemed) will be conducted in collaboration with the respective State Governments.

The merit list for candidates, categorized as declared by them during admission/counselling applications, will be compiled by the admitting/counselling authorities. Once the opportunity to make changes in candidate data is closed, NTA will not modify any information. Post result declaration, NTA will not entertain any requests for data alterations.

Candidates have provided their categories in the application form based on the Central Category List. For counselling and admission to seats other than the 15% All India Quota, candidates must register according to their eligibility, specifying the category based on the State category list. The merit list will be prepared accordingly by the concerned counselling authorities. Domicile criteria will follow the guidelines of the respective State, with NTA having no role in it. During counselling, eligibility criteria, self-declaration, and verification of various documents will be conducted as per norms specified by the authorities or Medical/Dental Colleges.

It’s important to note that, with the exception of AIIMS and JIPMER, all medical colleges in India will admit students based on NEET 2024 marks. Candidates who qualify the exam should prepare for both All India and State level NEET 2024 counselling sessions. MCC handles counselling for 15% of the seats in government medical colleges, while state counselling authorities manage the remaining 85%. Deemed and central universities’ counselling for 100% seats is overseen by the MCC. In contrast, admission counselling for private and self-financed colleges is entirely managed by the respective state counselling authorities or committees.

NEET UG Counselling 2024 – Step-wise Registration Procedure

Step 1 – New User Registration

Candidates can initiate the NEET UG counselling 2024 registration by clicking on the provided link. During this step, they need to furnish details such as the preferred stream (Medical/Dental), NEET UG roll number, application number, candidate’s name, birth date, and security pin. After providing these details, they should click on the ‘Submit’ button. An agreement page will appear, offering the options ‘I Agree’ or ‘I Don’t Agree.’ If candidates wish to proceed with the application process, they need to click on ‘I Agree.’ The login credentials will then be displayed, and candidates should make a note of them, along with the password protected by a security question.

Step 2 – Submission of Personal Details

During this stage of NEET UG counselling 2024, candidates are required to provide additional details such as mother’s name, father’s name, and the candidate’s address. After entering these details, candidates should click on the ‘Submit’ button. It’s essential to note that these details cannot be altered later, so they should match the information on the documents to be submitted during admission.

Step 3 – Payment for Counselling

Candidates need to make payments for non-refundable registration and refundable tuition fees during this step. The fees can be paid through various online modes like Credit Card, Debit Card, or Net Banking. The specific amounts are detailed in the table below for candidates’ reference.

Step 4 – Registration Slip

Upon the successful submission of details, a registration slip will be displayed on the screen. Candidates are advised to print this slip as it will be crucial for the subsequent admission process. To proceed further, click on the ‘Login’ button.

Step 5 – Available Choices

The ‘Available Choices’ link becomes active when the counselling process begins. On the left side of the screen, candidates will see the available choices. Those who have submitted fees for both 15% All India Quota/Central Universities and Deemed Universities can apply for both categories of seats.

Step 6 – Selecting the Choices

Candidates should click on the ‘+’ button next to each preference to make selections. As choices are picked, they will move from the left side of the screen to the right. After making selections, candidates need to click ‘Save & Continue’ or ‘Save & Go to Home Page’ to proceed or save the options and exit.

Candidates can rearrange, remove, or delete choices. Arrows can be used to move choices up or down, and the delete option removes the selected choice. Candidates can also click on a choice, drag it to another preference, and interchange choices.

Choice Locking

Step 7 – Choice Locking

Locking choices is mandatory for the final submission of preferences in NEET UG 2022 counselling. Choices can be modified until they are locked. If candidates fail to lock choices, the filled options will be considered final and will automatically lock on the specified date.

Step 8 – Take a Printout

It is recommended to print the filled choices, as it could be useful in further NEET UG counselling. Even if choices are not locked, candidates can print the preference details after the choice locking process concludes.

Step 9 – Seat Allotment

After each counselling round, the seat allotment results will be declared. The NEET counselling result, presented as the seat allotment list and seat allotment letter, reveals the allocated seat. Candidates can check details such as their name, roll number, allotted category, candidates’ category, allotted college, quota, and course. The seat allotment letter is a vital document to be submitted during reporting to the allotted college along with other mandatory documents.

Step 10 – Reporting to the Allotted College

Candidates must report to the allotted college to complete admission formalities. At the reporting stage, candidates need to submit the original copies of the required documents.

Documents Required at the time of Admission 2024

For admission to undergraduate medical courses, candidates need to provide original documents along with attested photocopies at the time of joining in the allotted Medical/Dental College. The required documents include:

  1. NEET 2024 Admit Cards of Exam issued by NTA.
  2. NEET 2024 Result/Rank letter issued by NTA.
  3. Date of Birth Certificate (if Metric Certificate does not bear the same).
  4. Class 10th Certificate.
  5. Class 10+2 Certificate.
  6. Class 10+2 Marks Sheet.
  7. Eight (8) Passport size photographs (same as affixed on the application form).
  8. Provisional allotment letter generated online.
  9. Proof of identity (Aadhar/PAN/Driving Licence/Passport).

If applicable:

  • SC/ST Certificate issued by the competent authority. The certificate should be in English or Hindi, and sub-caste should be clearly mentioned. If in a regional language, an attested translated copy in English/Hindi is required.
  • OBC certificate issued by the competent authority. The sub-caste should match the Central List of OBC, and candidates must not belong to the Creamy Layer. The certificate must be in the standard format mentioned in the prospectus/Information Bulletin.
  • Disability Certificate issued by a duly constituted and authorized Medical Board for 21 Benchmark Disabilities as per the Rights of Persons with Disability Act 2016 (RPWD Act, 2016). No other PH certificate from any other Authority/Hospital will be accepted.

Candidates are advised to refer to the Information Bulletin of AIPMT/NEET for admission to MBBS/BDS Courses for detailed information. Candidates without original certificates/documents will not be allowed to take admission, and those who have deposited their original documents elsewhere will not be permitted to take admission in the allotted Medical/Dental College.

NEET Counselling 2024 – Registration Fee and Forfeiture

Candidates registering for either the 15% All India Quota/Central University Quota or Deemed University Quota during counselling are required to pay two types of fees. A non-refundable registration fee of INR 1,000 will be applicable for all Unreserved candidates (INR 500 for SC/ST/OBC/PH candidates) participating in All India Quota and Central University counselling. For Deemed Universities, a non-refundable registration fee of INR 5,000 will be charged from all candidates. Those participating in both All India Quota and Deemed University counselling must pay the higher non-refundable registration fee of INR 5,000.

Additionally, a refundable registration fee will be charged. For 15% All India Quota seats and Central University seats, the refundable registration fee will be INR 10,000, while for Deemed Universities, it will be INR 2,00,000, as per the Gazette of India notification published by the Medical Council of India (MCI) on May 18, 2018. Amendments were made to the Regulations on Graduate Medical Education, 1997 (referred to as ‘Regulations on Graduate Medical Education (Amendment), 2018’). If candidates choose not to join these seats, their refundable registration fees will be forfeited. If they do join, their fees will be adjusted against the tuition fee, but they will not be allowed to exit or participate in any other counselling process.

Note:

  • Any 15% All India Quota Seats remaining vacant after the last date for joining will be considered as converted into State Quota.
  • Institutes/colleges/courses permitted after a specified date will not be considered for admission/allotment of seats for the current academic year.
  • The last date for admission/joining will not be extended under any circumstances after a certain date.
  • For the purpose of ensuring adherence to the time schedule, Saturday, Sunday, or Holidays (except National Holiday on Independence Day, 15th August) will be treated as working days.

Q.: What does exit with forfeiture mean in the 2nd round of counselling?

Ans: Exit with forfeiture means if a candidate allotted a seat in the 2nd round of counselling and does not want to join the allotted seat, they can exit with forfeiture (losing the security amount deposited). Once a candidate joins the allotted seat, they would not be eligible for resigning/surrendering the joined seat.

Q.: Who are eligible for the 2nd Round of allotment?

Ans: Candidates eligible for seat allotment in the 2nd round would be from one of the following groups:

  • Group–I: Registered candidates who did not get any seat allotment in the 1st round.
  • Group-II: Registered candidates who have secured a seat under the reserved quota & whose 1st round of allotted seat got cancelled during the document verification on reporting for admission will be considered for allotment of a seat in the next round of seat allotment, with changed Category, subject to availability of seats in the respective category.
  • Group–III: Candidates who have reported at the allotted institute during the 1st round of allotment and submitted willingness for the second round up-gradation as Yes.
  • Group- IV: Candidates who have been allotted a seat but Not Joined.
  • Group V: Candidates who have resigned from the allotted seat of the first round.

Q.: Who are not eligible for the 2nd Round of allotment?

Ans: Candidates who have become non-eligible due to having inadequate documents as per Eligibility Criteria.

Q.: What is the procedure for the Second round (round-2)?

Ans: The 2nd round of Counseling involves:

  1. Addition of a fresh set of seats to the system (seats available during round-1), if any, due to the latest approvals of MCI/DCI (increase in admission capacity of existing Medical/Dental College/starting of new Medical/Dental college).
  2. Conversion of seats during the round-2 of seat allotment for AIQ and Mop-Up Round for Deemed Universities. Candidates are shown all choices (seats available and likely to be available) against vacant, newly added seats, virtual vacancies likely to get vacated during up-gradation, and during the conversion of seats according to specific algorithms for different categories.
  3. All eligible candidates who desire to take part in the second round & Mop-Up Round of online allotment must submit fresh choices during the choice submission period and lock the choices.
  4. There will not be any indicative allotment in Round-2 of allotment; locked choices of the candidates would be processed, and results will be published. Candidates who do not submit fresh choices for the round-2 counseling would not be considered.

Q.: After I join the Second Round of Counseling of 15% AIQ, can I leave/Resign to join State Quota/Private College seat?

Ans: Once you join the second round seat from 15% All India Quota, you will not be allowed to vacate the allotted 2nd round seat as per the direction by the Hon’ble Supreme Court in WP(C) (267/2017) dated 09/05/2017. However, if you are allotted a seat in the Second Round in AIQ/Deemed, you can Exit with Forfeiture of the security amount.

Q.: Where and when will this security amount be refunded?

Ans: This fee will be refunded to the institution where the candidate has taken admission and will be adjusted against the first-year annual fee. In case the candidate is not allotted any seat in all rounds of counselling, including the stray vacancy round, the fee will be refunded to the account provided by the candidate at the time of registration. The security fee will be refunded only after the completion of counselling.

Q.: Who is eligible for the “Exit with Forfeiture” option?

Ans: A candidate who has been allotted a seat in Round II but does not report at the college may Exit with Forfeiture. (i.e., the refundable security amount will not be refunded in such a case).

  • You can Register in any rounds.
  • If you register in the first round, no need to register in other rounds; you just have to change choice filling. Round 1:
  • If the seat is allotted in Round 1, and you are accepting the seat, then 2.0 lakhs are Refundable.
  • If the seat is allotted, and you are not taking the seat, then you will get a refund with FREE EXIT, and you can drop the seat, no loss of money.
  • If the seat is not allotted, then your 2.0 lakhs refund or move to the next round. Round 2 and Mop-up round:
  • If the seat is allotted in Round 2, and you are accepting the seat, then 2.0 lakhs security is Refundable.
  • If the seat is allotted and not accepted, then 2.0 lakhs security is Refundable.
  • If the seat is not allotted, then your 2.0 lakhs refund or move to the next round.
